
Phipps Neighborhoods, a leading social service not-for-profit organization affiliated with affordable housing not-for-profit Phipps Houses, announced its new Executive Director/CEO, Andre White. Recognized as a national leader in the field of youth employment, White brings nearly two decades of public service experience and accomplishments to Phipps Neighborhoods.
White most recently oversaw an array of programs comprising $220 million in annual public and private funding at NYC Department of Youth and Community Development (DYCD). His DYCD portfolio and past leadership roles mirror many of Phipps Neighborhoods’ program areas, including youth workforce development; education, student engagement and drop-out prevention; college access and professional certification; direct community services and case management, among others.
During his tenure, White was instrumental in the evolution of DYCD’s Summer Youth Employment Program (SYEP)—the nation’s largest summer jobs initiative—particularly during the program’s 2019 redesign and expansion. Phipps Neighborhoods has been an active participant in SYEP, placing more than 1,100 youth in gainful summer work experiences over the last two years.

Prior to joining DYCD, White was a Policy Analyst for the Office of the Brooklyn Borough President, where he served as a direct community and government liaison. He played a lead role in developing needs assessments strategies of Brooklyn youth, conducting social, health, and economic development research. He has also acted as Adjunct Professor at York College, Program Coordinator for Project Reach Youth.
Andre has served on numerous Citywide task forces, and currently sits on the advisory board of Samaschool and Genesys Works New York. He holds a BA in Political Science and MA in Political Science, Urban Policy and Administration from the City University of New York at Brooklyn College.
