Luisa Rijo
Vice President & Area Manager


Luisa Rijo is Vice President/Area Manager at Phipps Houses where she oversees a diverse portfolio in the Bronx. With over 15 years of experience in affordable housing, Luisa has developed a solutions-driven leadership style that focuses on advancing affordable housing strategies, optimizing financial performance and enhancing the resident experience. Her work is driven by seeing the positive impact that quality affordable housing has on individuals and their communities. Luisa remains dedicated to ensuring access to safe and affordable homes that has a positive impact where residents can thrive.   


Luisa received her Bachelor’s in Human Services from the University of Connecticut and a Master of Science in Management from New England College. She is currently a member of the Stamford Board of Realtors and holds a Connecticut real estate license and low-income tax credit certification from Quadel.
